Dallas, TX — Three people are dead and two others seriously injured following a deadly shooting at a U.S. Immigration and Customs Enforcement (ICE) field office in Dallas. The incident has shocked the local community and sparked urgent questions about security protocols and the rising tensions around immigration enforcement in the United States.
Authorities have now confirmed the identities of the victims:
-
Agent Luis Ramirez, 38, a father of two and a 12-year veteran of ICE.
-
Lucia Herrera, 29, a civilian contractor working as an interpreter.
-
Erik Daniels, 33, an IT specialist for the Department of Homeland Security.
Two other ICE employees were hospitalized with gunshot wounds but are currently in stable condition, according to officials.
The Shooting
The shooting occurred around 9:15 a.m. Tuesday morning, when a man armed with an AR-style rifle entered the Dallas ICE field office through a rear staff entrance. Officials say the suspect, later identified as Matthew Crain, 44, of Fort Worth, was previously under investigation for issuing online threats related to government agencies. Despite that, he was able to enter the building with a stolen badge and opened fire on employees gathered for a morning briefing.
The shooter was killed at the scene by federal officers. Authorities say Crain had no known personal ties to any of the victims.
What We Know About the Victims
Luis Ramirez was described by colleagues as “a leader, a mentor, and a true public servant.” He leaves behind a wife and two young children.
Lucia Herrera, an interpreter contracted through a third-party agency, had worked with immigrant families for years. “She was the voice for those who didn’t have one,” said a friend who requested anonymity.
Erik Daniels was only recently transferred to the Dallas office. His family described him as “a quiet tech whiz with a big heart and an even bigger laugh.”
Community Reacts
The shooting has reignited debates over safety at federal buildings and the mental health risks tied to political radicalization. While officials say the motive is still under investigation, some online posts linked to the suspect express anger toward immigration agencies and conspiracy-laden rhetoric.
“We are heartbroken,” said ICE Director Joshua Pickering. “This was not just an attack on our agency—it was an attack on the people who serve their country with integrity every single day.”
Outside the ICE building, a growing memorial of flowers, candles, and hand-written messages has taken shape. Community groups have called for a thorough federal review of security measures.
What Happens Next?
Federal investigators are examining Crain’s digital footprint and weapon acquisition path. The Department of Homeland Security says all ICE offices will undergo security evaluations in the coming weeks.
Meanwhile, the families of the victims are urging the public to focus not on the shooter, but on the lives lost.
A joint funeral service for Herrera and Ramirez is being planned for next week. Daniels’ family will hold a private ceremony.
As the investigation continues, one thing is clear: this tragedy has left deep scars on the Dallas community—and renewed fears that even government buildings are not immune from America’s epidemic of gun violence.
