Chang credited sustained reforms and coordinated enforcement for the breakthrough. The Ministry of National Security invested heavily in rebuilding the country’s crime-fighting infrastructure.

Key measures included expanded personnel, modernized police stations, improved compensation, integrated surveillance technology, and merit-based promotions. Since 2024, more than 2,100 officers have been promoted across the force.

The Jamaica Constabulary Force led much of this transformation, supported by the Jamaica Defence Force, correctional services, border security teams, and anti-corruption units.

Chang highlighted Project ROCK as a flagship initiative that strengthened intelligence-led policing. Advanced surveillance systems, real-time communications, and coordinated intelligence sharing increased operational effectiveness across high-risk areas.

At the same time, prevention-focused strategies played a critical role. Programs like the Live Good Anti-Violence Campaign targeted root causes of crime by focusing on youth engagement, social intervention, and community stability.

This dual approach enforcement combined with prevention helped ensure the progress was not temporary.
